| Warren Achievement Center's Employee
Recognition Picnic was held on Sunday, August 1, at Monmouth Park. In
the past, WAC has celebrated employee recognition with early morning
breakfasts and evening dinners with entertainment, but this is the first
time for a family picnic. Hamburgers, hot dogs, brats, baked beans,
chips, and beverages were supplied by WAC, and each staff brought a dish to
pass. Between 65 and 70 people were in attendance, and all had a great
time with a variety of games and fellowship. Twenty-seven staff
celebrated a longevity milestone. Pictured above right are (left to

CTAA Technical Assistance
Michael Lewis, President/CEO of WAC, announces
that Warren Achievement Center, the lead agency for the Tri-County Health
Care Planning Network, is one of only four agencies in the nation this year
to receive technical assistance, funded by the U.S. Department of
Agriculture, from the Community Transportation Association of America to
expand the availability of coordinated public transportation services in
Warren and Henderson Counties.
WAC is the designated
public transportation provider in the City of Monmouth and Warren County.
This service provides door-to-door services for the general public, people
with disabilities and senior citizens. The Tri-County Health Care
Planning Network was established to identify and address health care related
needs in Warren, Henderson and Mercer Counties. WAC and the Network
have undertaken a strategic planning process incorporating numerous
community focus groups, to identify primary community concerns relating to |

health care transportation. The key issues that emerged from the
process were: 1) smaller communities and rural areas have very limited
or no transportation options beyond their own resources and, 2) a
transportation system must provide wheelchair access, be reliable, have
on-time pick-ups and drop-offs, and be responsive. In addition, most
people felt that the transportation needed to provide both local and
local-long distance trips especially for critical treatment and doctor's
appointments.
To help respond to the identified medical transportation needs, WAC and the
Health Care Planning Network members have concluded that the most promising
solution is a model which utilizes all medical transportation providers in
the area. Earlier this year, Congressman Phil Hare championed the
acquisition of Congressionally-directed funds for WAC to purchase three
transportation vans. Furthermore, American Recovery and Reinvestment
Act (ARRA) funds were made available to WAC for additional equipment and
expansion of their transportation facility. Financial assistance to
support operation of new services has not yet been secured; WAC anticipates
that technical assistance tasks will include identification of potential
funding sources to eventually offer new transportation services. In
addition, technical assistance tasks will assess and quantify transportation
needs, develop operational plans and strategies, and identify opportunities
for job creation as a result of implementation.
Outcome goals of CTAA's technical assistance include public transportation
for a larger segment of the population of the City of Monmouth and Warren
County, in addition to Henderson County. An increased number of
transportation positions is also a goal, as well as an increased number of
jobs in the community. Increased availability of transportation
services to the general public will increase access to jobs in the community
for many more residents. Currently, approximately 28% of ridership is
composed of members of the general public. This percentage is expected
to increase to 60% as a result of this technical assistance project.
Operation of the new transportation service will provide enhanced access to
all businesses and services in Warren and Henderson Counties, increasing
their overall level of business activity and revenue.

Progress Made on Second HUD Grant |

Early in 2009, the Department of Housing & Urban Development approved WAC's
application for construction of a 6-bed adult group home at 417 West 11th
Avenue in Monmouth. After much negotiation with contractors and other
funding sources, the project is making progress. CAD Construction from
Tremont, Illinois, will be the general contractor. Some of the work,
such as plumbing and electrical, will be subcontracted to Monmouth area
businesses. We expect the first closing with HUD is scheduled for
August 25, with construction beginning shortly thereafter. |
